We spoke about Mr Blaker's approach to Cater suggesting that the latter should give evidence if his suit against Private Eye should go to Court. The idea would be for him to describe the degree of autonomy enjoyed in practice by the Hong Kong Government over internal matters of this sort.

Sir J Cater again. He is very grateful for the offer of a chance to discuss the question with you. He is sending me a copy of Mr Blaker's letter to him. He said that in fact it looked very unlikely that the case would go to Court at all so the proposal is very much a contingency one.
