Attached I am deeply concerned at the report which appeared in THE GUARDIAN of
Friday, 5 February 1982, a copy of which is attached, that the Secretary of the Hong Kong Civil Service is forbidding the employment of homosexuals in that Service. This directive is in contradiction of the rules which apply in the British Civil Service and is contrary to the spirit of documents to which the British Government is party. It seems to pre-empt the findings of the current enquity into the policy on homosexuality which should apply in Hong Kong.

This matter is of grave concern to my friends in the Colony and I trust that the British Government will take steps to countermand this directive immediately, indeed I feel that it is of such importance, affecting as it does the livelihood of many people in Hong Kong that it should be the subject of a Parliamentary Question by you to the Foreign and Commonwealth Office.
