BACKGROUND
1. The MacLennan Inquiry was a Commission of Inquiry set up
by the Governor to investigate the circumstances surrounding
the death of Police Inspector MacLennan. The Inquiry took
nearly a year to complete. Since most of those involved
in it retained Counsel at public expense, the cost to the
Hong Kong taxpayer was, at approximately one and a half
million pounds, enormous.
