May I, on behalf of FID and, in particular, the UK and Hong Kong individuals and organisations involved, ask you to advise the Hong Kong authorities to admit Dr Lazar and any other East Bloc people attending the meetings as either FID officials, national delegates or Congress speakers. The total numbers from the East Bloc are not likely to exceed 30 and may very many fewer.
Finally, I should perhaps add that when, about one month ago, I first heard a hint that there might be a problem admitting members of FID from East Bloc countries to Hong Kong I spoke by telephone to one of your colleagues who advised waiting to see whether any visas were in fact refused before raising the matter formally.
