Thank you for your letters of 29 and 30 July about

a visa for Dr P Lazar.

I understand that the Hong Kong authorities explained

to Mr Barry Burton (the Chairman of the FID organising

Committee in Hong Kong) in a letter as long ago as

20 November 1981 that they would not be able to admit

any person from the USSR or other countries in the

Soviet Bloc. They also confirmed this position to him

again verbally in January of this year.

We have drawn your letters to us to the attention of the

Hong Kong Government but I trust that you will appreciate

that the issue of visas for entry into Hong Kong is

primarily a matter for them.
