Thank you for your letters of 29 and 30 July about the issue of a visa for Dr P Lazar.

I understand that the Hong Kong authorities explained to Mr Barry Burton, the Chairman of the FID organising Committee in Hong Kong, in a letter of 20 November 1981 that they would not be able to admit any person from the USSR or other countries in the Soviet Bloc to Hong Kong for the FID Congress. confirmed this position to him verbally in January this year.

We have drawn your letters to us to the attention of the Hong Kong Government, but I am sure that you will understand that the issue of visas for entry into Hong Kong is primarily a matter for them.
