In your telegram number 770 of 19 July, you confirmed that you had no objection to sensitive information on this case being passed to Mr Healey on Privy Councillor terms. I am glad to be able to report that the Secretary of State saw Mr Healey on 1 September; Mr Healey accepted that, given the sensitive position of Hong Kong, the points made by the Secretary of State were well taken, and said that he would try to ensure that the matters which had been put to him by his colleagues were put to rest.
