1. You asked recently if MVD had any suggestions for updating circular '0' 14/74.

The circular provides useful background information for visa officers, explaining as it does, the reasons for the Hong Kong Government's reluctance to admit Eastern European nationals.

3. Our experience, based on the number of applications which are referred to us, is that Hong Kong continue to adopt a hard line where visas are concerned except for the few categories which are covered by paragraph 5 of the circular.

4.

FED and EESD may of course wish to comment in the light of any political developments since 1974 particularly with regard to the Hong Kong/China situation.
