The original decision (not to grant an extension of stay) was

one for the Hong Kong Government, who control their own immigration

matters. It is entirely reasonable for them to have this kind of

discretion. It is not their practice to disclose the reasons for

their decisions in individual immigration cases. It would therefore

be inappropriate for us to do so.

The Hong Kong Government's decision was looked at very

carefully when Ms Vertucci petitioned the then Secretary of State

and it was decided to uphold the decision. I am fully satisifed that

the Government of Hong Kong was acting reasonably.

The reasons for the refusal for an extension of stay had

nothing to do with Ms Vertucci's interests in Hong Kong social

issues.

[If raised] Ms Vertucci's petition was seen by Mr Atkins,

the Lord Privy Seal, in Lord Carrington's absence, and he approved

the decision to refuse it. Lord Carrington saw the petition later

on his return.
