My note of 11 December (copy enclosed for Hong Kong) mentioned inter alia the arrest of Augusto "Jake" Almeda Lopez and Maianito Canonigo in Tawi-Tawi. Since then, General Ver has given the Ambassador some further information.
2. Ver claimed that both Lopez and Canonigo had reached Sabah via Hong Kong and Kuala Lumpur: he added that at the time of their visit to Hong Kong Benigno Aquino was staying at the Peninsula Hotel. He went on to say that there was now an established connection between Aquino, the Moslem MNLF and the communist NPA. (Comment: Aquino has made no secret of his discussions with MNLF leaders in recent months, but allegations of links with the NPA are much more dubious: he may well have seen Lopez and Canonigo in Hong Kong, but they are both SOCDEMS, and are no friends of the communists).
3. More generally, there have been a number of hints here recently that the SOCDEMs have been using Hong Kong as a jumping-off point for subversive operations in the Philippines. It would be useful to know if the Philippine government has made any direct approach to the Hong Kong authorities over this.
