reasons for the Hong Kong Government's decision on Ms Vertucci's

case. A speaking note is attached.

Background and Argument

The background to this case is in my submission of 7 April

to PS/Lord Belstead together with Hong Kong Telegram Nos 72, 90

and 267.

In brief, Ms Vertucci is an American lawyer and editor

who worked in Hong Kong for 4 years. She had been active in Hong

Kong social issues. Her permission to stay in Hong Kong expired

on 5 February and the Hong Kong authorities decided not to renew

it. In accordance with Hong Kong's normal practice they did not

give her the reasons for non-renewal.

But it had nothing to do with

Ms Vertucci appealed to the Governor-in-Council

against the decision but her appeal was refused. She petitioned

the Secretary of State but it was decided that the decision of the Hong Kong Government should be upheld (see paragraph 6 below).
