Issues of Budgetary Aid
6.
Budgetary aid will normally be issued in four equal quarterly instalments. This arrangement can in certain circumstances be varied to suit local cash flow requirements. However in future payments will be withheld in total or in part until:
i)
The Estimates have been formally approved by the Secretary of State in advance of
local appropriation.
ii)
Territories have complied with the provisions of Colonial Regulations in respect of the submission of Audit Reports and the Governor's comments thereon. In future these two submissions will be required in respect of the previous year but one before any budgetary aid disbursements are made.
