MEMBERSHIP OF THE COMMONWEALTH
An early decision should be reached as to whether the Territory, when independent, is to become a member of the Commonwealth or not. If it does, it is usual for the legislature to pass a Resolution in favour of Commonwealth membership. This is not essential, but provides an indication that membership of the Commonwealth is acceptable to the majority of people in the Territory. Admission to the Commonwealth is a matter for collective decision by the existing members. Consultation is carried out by the Commonwealth Secretary-General. If an application is made before Independence (as is usual), it is appropriate for it to be made. through the British Government as the metropolitan power responsible for the Territory's
