It is conventional to agree key financial matters before the conference in case any parties attending consider that they are relevant to a decision to support independence. Among other matters consideration may be given to the following topics:

Currency and Central Bank
Where necessary, correspondence about items 2 to 7 can be carried out prior to Independence.
Citizenship
Citizenship is often considered well in advance of the preliminary Independence meeting in London, and it is important that the UK's requirements for transitional arrangements are made clear at the earliest possible stage. These arrangements cover the categories of people who become citizens of the new state on Independence day, and are distinct from the permanent arrangements which govern acquisition and loss of citizenship thereafter. The UK interest is to ensure that people who owe their citizenship of the UK and Colonies to their connection with the DT through birth, marriage, registration, naturalisation or descent become citizens of the new state automatically. Citizenship of the UK and Colonies is thereupon withdrawn, except from people who are also connected in certain ways with the UK or a remaining colony. Full advice should be obtained from Nationality and Treaty Department as soon as the need for it seems likely to arise.
