There are no exclusive limitations on the qualifications or experience required for appointment as an OAG. The object is to find and select the person most suitable in all circumstances.

When it is established that there is a vacancy for an OAG, (if possible at least 8 months before the vacancy occurs), the DT Administrative, Legal and Judicial Staffing Section, in consultation with the DT georgraphical Departments concerned, should initiate the usual action leading to the selection of a candidate (see para 3.6). The DT geographical Department should furnish a brief note on any special aspects there may be of the post and the relative importance to be attached to particular personal qualities needed.

There is no precedent for the nomination of an OAG by the Chief Minister of a DT. The Premier or Chief Minister and other Ministers of a DT should not be consulted on the selection of an OAG; but they should be informed of the selection in advance of public announcement. For Bermuda, there is a special procedure whereby the Premier must be consulted before the selection is made.

An OAG may be, but need not be, consulted as to his own successor. An OAG must be consulted as to the selection of the Administrator of a Territory for which he is himself responsible (eg the Governor and Commander-in-Chief of St Helena must be consulted when a new Administrator for Ascension or Tristan da Cunha is being selected).

After a candidate has been selected, further immediate action leading to his appointment is taken by the DT Staffing Section. The name of the person selected is submitted first to the Prime Minister and, on obtaining his agreement, to The Queen, both submissions being by informal letters from the Secretary of State's Private Secretary to their Private Secretaries. For Bermuda, the special procedure mentioned in para 3 must be borne in mind. The person selected is then asked by informal letter from a Minister or senior officer, setting out the main financial or other conditions attaching to the post, or if serving overseas, by telegram through the OAG of the DT in which he is serving, whether he is willing to accept formal nomination. If the person selected is a Diplomatic Service offical this process is carried out through Personnel Operations Department.

If the person selected accepts nomination, he is then medically examined to ascertain whether he is fit for the post.

If the person selected accepts nomination and is medically fit, the Secretary of State then sends a formal submission to The Queen. On receipt of The Queen's approval, a formal letter of appointment, signed by a senior official is sent to the OAG-designate. This letter sets out the main financial and other considerations attaching to the post and encloses the pamphlet "Notes for the Guidance of persons appointed as Governors of DTs", together with notes about the wearing of uniform and where appropriate notes on the applicable pensions provisions.
