essential that the observations of the Finance Department, ODM (Adviser on Audit) should be fully considered, and followed up if necessary. It may be necessary to consult the Treasury on particular items.

15.3.5 The audited statements of account of DTs in receipt of aid are required to be passed for examination to the Exchequer and Audit Department by the Comptroller and Auditor-General within 15 months of the end of the financial year of any given Territory. In view of this, the audited accounts of a grant-aided Territory and the audited statements relating to development aid issues should be submitted within 9 months of the end of its financial year. If at any time it becomes apparent that a delay is likely to occur in meeting this deadline the OAG must report at once giving the reasons.

15.3.6 The advice of the Adviser to the ODM on audit (attached to Finance Department, ODM) should be sought on all matters of audit. His advice may also be sought on questions of financial propriety in DTs.

15.3.7

DT General Section is not concerned with questions of development or budgetary aid, but does provide a point of reference and coordination for general financial questions and matters of financial policy for DTs as a whole. Whenever any financial question arises which appears to have general implications for all or a large number of DTs, the DT geographical Department should consult DT General Section. In principle, no responsibility for unofficial funds and non-voted cash should be accepted by a Department. If any proposal is made for setting up such a fund (eg by an OAG in connection with some charity), no steps should be taken without prior reference to FCO and ODM Finance Departments.

15.4

BANKING AND CURRENCY

Finance Department and Economists Department deal with proposals of major significance for the sterling area or international finance. The ixchange Control Division of the Treasury deal with bilateral proposals. The advice of the Overseas Department of the Bank of England should be sought on topics relating to central and commercial banking, currency and exchange control all exchange control Proposals for new legislation should be referred to the Bank.

15.5

TAXATION AND TAX HAVENS

General matters of taxation arising in connection with the annual estimates should be treated in the same manner as those estimates. On double taxation agreements, tax havens and other matters of significance for UK taxation, the appropriate Economic Adviser (see para 16.3.2), DT General Section, the Treasury and the Inland Revenue should be consulted. The 1971 Report of the Working Group on Tax havens in British DTs (held by DT General Section) should also be consulted.

15.6

INTERNATIONAL AND COMMERCIAL ORGANISATIONS

Questions relating to property developments and agreements with commercial organisations should be referred to DT General Section and to the appropriate Economic Adviser (see para
