He can

secure or prevent the alteration of the constitution of any Governmental arrangement within a DT by Orders in Council or other Instruments or means

He can exercise power to control the legislation of a DT, through the exercise of the power of dis-allowance as may be provided by its constitution (Parliament can make laws for DTs, but rarely does so directly, except to make provision for the independence of a Territory)

He can exercise financial control, either in general terms if the DT is grant-aided, or in certain specific ways if it receives development aid

He can exercise general powers in a number of ways, including rescripts on petitions, requests to OAGs arising out of Parliamentary Questions, circular instructions and the like.
