ENTRY TO THE UK
While no categoric assurances can be given in advance, there
are a number of ways in which people may qualify for entry into
the UK. They would be entitled to enter the UK at any time if
they have a valid claim to British citizenship (when this
category comes into being on 1 January 1983). (However, Mr Fung
was born in China, and appears to have no family connections
with this country, nor to have lived here for any length of time,
it seems unlikely that he would have such a claim.)
Alternatively, people may qualify for entry as
bussinessmen or
as persons of independent means. (Lord Shepherd may care to
have the attached copy of Sections 35-38 of the current Immigration
Rules which explain what these categories mean.) As well as
showing possession of sufficient disposable funds (the sums
mentioned in paragraphs 35 and 38 would be raised to £150,000
and £15,000 respectively with effect from 1 January 1983 as a
result of the proposed changes to the Rules currently before
Parliament), applicants have to demonstrate a close connection
with the UK or show that their admission would be in the general

interests of the country.
The correct procedure is to lodge an application with the Immi-
gration Department in Hong Kong or any of our Missions in other
countries.
