My minute of 5 August circulated advance copies of Home Office papers relating to the proposed White Paper on the forthcoming changes to the Immigration Rules,

Mr Whitelaw has now written to his colleagues with the substantive draft of the White Paper, suggesting a time table for its progress. I attach a copy of Mr Whitelaw's letter, but not of the enclosures as the only differences (apart from typographical errors) between them and the papers enclosed with my earlier minute are:-

paragraph 38: one of the possible qualifications for a passenger seeking entry as a person of independent means is to have an annual income of not less than £15,000 (the earlier draft had £20,000; the present requirement is £10,000);
paragraph 58(a); the earlier draft described the 'children' as 'unmarried dependent children'. The qualification has been dropped in the substantive draft, but I understand that debate about the point continues in the Home Office.
3. I attach a draft submission covering a draft letter for the Secretary of State's signature, which takes account of departments' replies to my earlier minute. I should be grateful to know, by close of play on Tuesday 31 August, if addressees have comments or amendments to offer:
