Explanatory Memorandum
The object of this Bill is to amend the
principal Ordinance to reflect the new citizenship
nomenclature introduced by the British Nationality
Act 1981. This is effected principally by clause 2
of the Bill which amends existing definitions in the
principal Ordinance and inserts new definitions. The
existing reference to "resident United Kingdom belonger"
is superseded by a reference to "resident British
citizen" Clause 2 also provides a new definition of
"Hong Kong belonger" (which expression refers to persons who have the right to enter and remain in Hong Kong). Notwithstanding the new definition, all persons who
at present are Hong Kong belongers, will retain that
status.
