1. The Chinese departments concerned have made a serious study of the suggestions advanced by the British side on 16 November 1981 with regard to the question of the legal entry of inland residents to Hongkong.

On the question of mutual visits between inland and Hongkong residents, the Chinese side has always held that their traditional practice of and right to free visits should be respected, and that no rigid restrictions should
be imposed on them.
3. The Chinese side has always been aware of the difficulty the Hongkong side faces. Therefore, the Chinese departments concerned will, as always, continue to control the number of inland residents to be given permits to go to Hongkong.
4. The Chinese side will improve its exit pracedures by making a strict distinction between those given one-way permits for settlement and those given two-way permits for visiting relatives and asking the visitors to return as scheduled. From now on, if any visitors should fail to return within the time limit, the Hongkong side may send them back and we will accept them. However, the Hongkong side should take care to handle these cases that no incidents such as the use of force or subjection of the visitors to indignities will occur,
otherwise
it will hurt the feelings of the Chinese people.
