PRIME MINISTER'S VISIT TO CHINA: LEGAL IMMIGRATION

1. As you know, the Chinese have recently responded to
our approach of November 1981 on legal immigration, and have
agreed to take back travellers issued with two-way permits
if they overstay in Hong Kong.
2. We have issued a supplement on this subject to the
brief on Defence and Security for the Hong Kong section of
the Prime Minister's visit. The Governor of Hong Kong and
HM Ambassador, Peking, consider that, if a suitable opportunity
arises, the Prime Minister may wish to express appreciation
for Chinese cooperation generally, show awareness of this
recent response and express the hope that it will lead to a
reduction in the numbers now coming to Hong Kong for permanent
settlement. This issue does not, however, fit easily into
any of the existing briefs. I therefore attach Points to Make
and Background for you to feed into the Prime Minister if and
when you think appropriate.
