Relevent department of the Chinese side has made
a serious study of the suggestion made by your
side on 16th November, 1981, on the question of
the China's inland residents legally coming to
Hong Kong.
On the question of the intercourse between the
inland residents and the Hong Kong residents,
the Chinese side has always upheld the principle
of giving due respect to such traditional prac-
tice and rights of free passage which should not
be subjected to rigid restrictions.
Chinese side has all along taken heed to the dif-
ficulties of the Hong Kong side. Our departments
concerned will, as have always been before, con-
tinue to control the number of inland residents
going across the border.
Our side will improve the method of controlling the outgoing passengers, that is, to distinguish those taking single journeys to settle down in Hong Kong from those taking double journeys to visit their relatives. At the same time, we will
ask those passengers belonging to the latter category to return to China when their terms of stay expire. In future, the Hong Kong side can send back those who overstay their time limit
and our side will accept them. But due attention
should be paid to the method adopted under such circumstances and restraint from using brutal force
or subjecting them to insults. If such does happen, it will certainly hurt the feelings of the Chinese
people.
