At the end of our discussions with Lord Belstead on illegal immigration of children under 14, I said I would send a note setting out the background and what we are proposing to do about it.

Our paper is attached. What we would now like from you is an indication that HMG would not oppose what we are now proposing. We can then put it to Executive Council in the knowledge that if Executive Council advise us to go ahead, there will not then be another clash between London and Hong Kong.
