probability is that, after two or three such repatriations, the

racketeers would realise that the Government was in earnest.

They would clearly no longer be able to guarantee that the children would be allowed to remain in Hong Kong. And the parents would be unlikely to want to take the risk of being repatriated. In other words there is a strong possibility that

the rackets would cease.
