FALKLAND ISLANDS (BRITISH CITIZENSHIP) BILL

1. In October 1981, during the Third Reading of the Nationality Bill, Baroness Vickers introduced an amendment to make all the Islanders British citizens. On that occasion she lost by a single vote.

2. More recently the sponsorship of a Bill with the same effect which originated with Mr Kilroy Silk was taken over by Lord Bruce of Donington, and now most recently by Baroness Vickers who may see this as a return match.

3. Ministers earlier approved a speech prepared by Home Office officials for Lord Elton on the assumption that the Bill would be brought forward by Lord Bruce of Donington. The Home Office are redrafting to take account of the factor that this is now an amendment from the Government benches in the House of Lords.

4.

We shall submit the Home Office redraft which they intend to send across to us comfortably before the Second Reading of Baroness Vickers' Bill for which no time has yet been fixed.
