A Bill to make all the Falkland Islanders British citizens was originated by Mr Kilroy-Silk, subsequently sponsored by Lord Bruce of Donington, and has recently been taken over by Baroness Vickers. She introduced a similar amendment during the Third Reading of the Nationality Bill in October 1981, and on that occasion lost by only one vote.
2. The recommendation not to oppose the Bill in page 2 of Mr Whitelaw's minute is entirely consistent with the views expressed by Ministers in September. A draft minute to the Prime Minister cleared with FID, HKGD and WIAD is attached in case Mr Pym wishes to register support for the Home Secretary. It should if possible issue today as Mr Whitelaw will be circu- lating a memorandum to Legislation Committee tomorrow 19 November.
