1. I attach a copy of a letter from Mr Peter Blaker, MP

enclosing one from Mr Fong Yun Wah about the British Nationality

Act 1981 and the description of national status of people from

Hong Kong to be endorsed in British passports in future. The

Home Office have dealt with Mr Fong's general comments about

immigration and nationality and have forwarded the letter to us

to deal with his point on British passports.

I attach a suggested draft reply and draft submission and

should be grateful for any comments or amendments to reach me as

soon as possible.
