Mr Williamson, Deputy Secretary for Security, Hong Kong,

telephoned on 22 November 1982 about FCO telegram number 971.

He queried the sentence in the telegram 'as already currently

prescribed, the words holder is subject to control under the

Immigration Act 1971 will appear on page 5 under observations'.

After consulting Mr Howells of NTD I returned

Mr Williamson's call. I told him that there seemed to be some

uncertainty here as to what the exact position was under

current procedures.

However whether Hong Kong had been omitting

the endorsement was not so important at this stage; the important

point was that the endorsement had to be inserted in BDTC

passports wef 1/1/83 it was part of the package agreed for the

insertion of 'British' in the passports.

Mr Williamson fully

understood the point, though he thought that the endorsement

might give rise to comment as it had not been included by Hong

Kong in the past and it was thought that it was self-evident

that a BDTC passport meant the holder was subject to control.

I told Mr Williamson that the entry for Hong Kong should

be set out as follows:
