Please see Hong Kong Telegram No 1294 of 10 November from the Governor to Mr Donald. I believe all the references have been copied to your department.

2. Due to an oversight here, I was not shown Mr Davies' original teleletter of 6 September, or I would have pursued this with you earlier.

3. We gather that Volume 43 of DSP is now in an advanced stage of printing which would make alteration difficult. I quite under- stand the problems but should be grateful if you would reconsider this. We must give a more understanding answer to the Governor. He has underlined the political importance of the issue which was explained in the original teleletter.
4.
Could you see you way to amending Section 4(5) paragraph (b)ii of the current edition, preferably:
etc' section (it is
a. to delete the 'could include
in any case superfluous after 'any body established by law' earlier in the paragraph); or
b. to replace it with 'could include such as members of
Executive and Legislative Councils and other statutory bodies' (your department have already agreed that this wording is acceptable).
