Bim Davies wrote to me on 17 October about discretionary registrations under Section 16(3) of the BNA. You should by now have received a teleletter from Nationality and Treaty Department, in response to his earlier teleletters of 6-113 September and 18 October, which covers the main points of substance.

I can only agree with the point in paragraph 3 of Bim's letter. We understand that, as the delay in the Home Office response (both to Mr Chui and NTD) suggests, they are suffering from a severe shortage of manpower. I can only hope that the situation improves once the instructions for handling applications have been agreed and issued. Please let me know if you come across any other similar cases.
