Further to our telegram 1111 of 4th October about the British Nationality Act, nomenclature in passports and the Immigration (Amendment) Bill you will want to be aware of the legislative programme which we have mapped out for the Bills. Assuming that the Bills follow the usual pattern through the Executive and Legislative Councils the latest date on which we can issue the Executive Council paper to secure enactment before the 31st December is the 11th November. However it is not uncommon for Bills to take longer than 14 days between the first reading and the moving of the second reading in the Legislative Council and the resumption of the second reading, its completion and the Committee Stage and third reading.

How these Bills may progress through the legislature is of course very dependent indeed upon a favourable outcome to the nomenclature issue. Should this not be resolved satisfactorily then we can expect difficulty with the Bills, both in the Executive Council and, if they are introduced, then in the Legislative Council as well. I would not like to predict how long this might take to resolve but it would be unlikely to be done quickly enough to allow enactment before 31st December.
