To write to the Private Secretary at the Home Office

as in the attached draft. The aim is to establish common

ground before Mr Whitelaw and the Secretary of State

put further advice to the Prime Minister. MVD, the

Passport Office, Consular Department, HKGD, FED, FID,

WIAD, SPD, SED and Legal Advisers agree.
