I have received a copy of Colin Walters' letter to you

of 5 October with the Home Secretary's views on Hong Kong

proposal that 'British national' be included in their

passports. I think it would also be helpful if I gave yo

the Foreign and Commonwealth Secretary's views in advance

of the meeting with the Prime Minister together with some

brief background on the Hong Kong proposal.
