Lord Bruce of Donington's Bill to amend the British Nationality Act 1981

The question of nationality was not raised by the Falkland Islanders during Mr Onslow's recent visit.

2. We now have the latest version of the Home Office's draft speech for Lord Elton.

3. Could you very kindly clear the attached draft minute to Mr Rifkind. In view of the timing NTD will pass your proposed amendments to the speech immediately to the Home Office with the caveat that they are subject to Ministerial confirmation here. Such amendments cannot of course gut or completely alter the Home Office draft. It is their speech and it follows the line laid down for them by Mr Whitelaw.

4. In addition to FID's interest in the Falklands, HKGD may wish to consider the implications for Hong Kong throughout and SED and ECD (I) may have views on the references to Gibraltar in paragraph 17.
