Further to my teleletter of 13 September, Mr Raison has

now replied to Lord Belstead. We are not yet able to inform

you of HMG's official response, but may be able to by mid-

October.

2. If any extension to validity is agreed, we would not wish

this to be publicised by any formal statement.

However, we

see that informal briefing could be used to dampen any

revival of criticism of the BNA as a result of the 2 Bills.

If, therefore, your timetable for legislation is not too

tight, you may wish to hold gazetting of Bill and associated

procedure following EXCO consideration until our response

is known.
