Mr Howells' minute of 24 September. Mr Howells. He takes our point on the unsuitability of the Home Office draft speech. He expects that if the discussion

between Mr Onslow and Mr Raison takes place there will be considerable disagreement and probable redrafting of the speech. It may even be given by a Foreign Office Minister (Lord Belstead) instead. This will give us an opportunity to comment on a revised draft.
