5. Mr Whitelaw should shortly receive the Secretary of State's letter pressing him on political grounds to agree that the description 'British national' may be inserted in HK and all BDTC passports. Mr Whitelaw's main anxiety is immigration into the UK. I fear that if at the same time he is given the impression that our Ministers discount the risk of wider immigration repercussions resulting from Lord Bruce's Bill he may be less inclined to agree to Mr Pym's request in respect of Hong Kong.
