to me that the Prime Minister could take the line

that she is aware of this issue and wanted to hear the

views of the people of Hong Kong at first hand. She

could undertake to give the matter urgent consideration

on her return.

If you agree, I suggest that our officials get

together very urgently to put together a joint brief

which, in addition to the line to take described above,

would set out the arguments for and against agreeing to the

Hong Kong proposal!
