1. I have discussed a possible follow-up with Mr McQuade. It seems inadvisable to send a telegram which would have to be concealed, perhaps unsuccessfully, from the Home Office.

Fortunately Mr Donald is so well informed that a telegram to him need not be too explicit.

2. A draft is attached for consideration. Subject to your views I do not think in this form it need be submitted to Ministers.
