PROPOSAL BY HONG KONG TO PUT THE WORDS 'BRITISH NATIONALS' IN PASSPORTS

We spoke about this, and you kindly agreed to come to a meeting in my office at 5 pm today. I attach copies of a submission and minute put to me by Mr Brown of NTD which should form the basis of our discussion. In addition to the three of us, I should be grateful if Mr Clift could also attend. Mr Freeland may also care to do, so, but if he is not available, perhaps Mr Rushford or Miss Brooks could come in his place.
