1 Although the Foreign Affairs Committee have now dropped their question number 9, similar ground might be covered by the Lord Frank's enquiry (if not, the FAC question could be re-instated at a later date). NTD therefore went ahead with its examination of the nationality issues which an enquiry team might wish to explore.

A copy of our paper is attached.

2 We would like to send a copy of the naper to the Home Office for their comments but would first be grateful for your own observations.
