BRITISH NATIONALITY ACT 1981.

1. I was pleased to receive your letter of 22 July about registration procedures under the Act, and glad that you found your visit to Nationality and Treaty Department worthwhile. I hope that your signature at the bottom of the letter means that you will be involved in the implementation of the Act in Hong Kong.

2. We have now started the long exercise in converting Home Office temporary staff instructions into layouts suitable for inclusion in Diplomatic Service Brocedure as instructions on registration procedures to be followed in overseas posts and dependent territories. You will recall that during your visit I said that we might have some difficulty doing this in time for commencement. Now, I'm happy to say, recent staff re-inforcements here will ensure that these and other necessities such as application forms should reach you in good time.

3. You specifically mentioned discretionary registrations under Section 4(5) of the Act. We have not yet tackled Section 4, however I am enclosing a copy of the second draft of the Home Office temporary staff instruction on the section. I hope this will at least give you an advance idea of how applications under Section 4(5) will be handled.
