Mr Addison's letter of 17 August from Home Office attached

The chances are that Lord Bruce will not be deflected from the Second Reading of his Bill to amend the British Nationality Act 1981 by extending British citizenship to all Falkland Islanders.

Our own Ministers have not yet decided what their response should be to a potentially awkward Parliamentary situation.

3. Meanwhile Mr Addison has asked for comment by 17 September on the text of a Second Reading speech. This is drafted on the assumption that we shall wish to point out the objections to Lord Bruce's Bill. If that is our line then we shall want to reinforce the draft in every possible way.

4. Meanwhile it might be best to withhold comment until we know the wishes of our own Ministers on the handling of this essentially Parliamentary problem.
