Mr Howells, NTD

BRITISH CITIZENSHIP FOR ALL FALKLAND ISLANDERS?

167

1. You sent me a copy of your minute of 23 July to Mr Clift and asked for a preliminary indication of SAMD's views.

2.

Seel

The Department has always supported the grant of British citizenship to all Falkland Islanders. This has always been a bone of contention with the Islanders and it would certainly help our political relationship with them if we were able to meet their wishes on this. It would also be presentationally helpful in the UK; and the fact that some Islanders have a second-class citizenship" was a propaganda point to which the Argentines themselves drew attention during the recent crisis. Therefore, so far as SAMD is concerned, we would hope that Lord Bruce's bill could be allowed to succeed.
