PALKLAND ISLANDERS

I hesitate to trouble you further, after your kindness and helpfulness over Gibraltar, about the citizenship provisions of the above Act. But I am prompted to do so by the reply which Rodney Elton gave to a question of mine in the Lords yesterday and to related developments.

Rodney Elton ended his original reply "For this reason we see no immediate need to introduce amending legislation." The use of the word "immediate" in a considered original reply to a Parliamentary Question suggests at least that you have not closed your mind to the possibility of such legislation in due course.

In this context you may know that Lord Bruce of Donington has given notice of an intention to introduce a Private Member's Bill conferring full British citizenship on the Falkland Islanders in the "spillover" sittings in the Lords in October. I think it is likely that such a Bill, even though moved from the Opposition Front. Bench, will attract a good deal of support in the House of Lords, including from at any rate some Conservatives.
