I think the submission should include a reference to the fact that the nomenclature in BDTC passports is under discussions, with Hong Kong in particular, and this matter has still to be resolved.

In this connection the Attorney General of Hong Kong will probably be discussing this issue with Legal Advisers next week. You may therefore wish to hold the submission until after this.

the submission might also use fully include a reference to the steps being taken regarding the effect of the changes in nomenclature under the BNA on existing agreements and treaties etc with other countries. (I believe that Legal Advisers will be drafting a circular for posts on this matter.)

2. We should, of course, like to see your instructions to posts before issue so that we may consider sending an appropriate covering note to Hong Kong. about the nomenclature question.
