1. The attached papers relate to the interests of the Foreign Affairs Committee and not to Lord Franks' enquiry.
2. Lord Franks will have his own independent but similar questions. The chances are that the FAC will modify their list in the light of FCO replies to Franks.

But although Lord N Gordon Lennox's minute is copied to us for information it would be prudent for us to undertake some preliminary work now. The current FAC question which concerns us is their No 9:-

'Are there any grounds for the speculation that the UK Government wanted to see the British Nationality Act
of 1981 enacted, with its settlement of the questions of citizenship rights for the population of Hong Kong, before pressing for a settlement of the Falklands' sovereignty issue?'
