2. Cutting through the largely technical language of the letter, as I understand it, the Home Office are not unsympathetic to the Hong Kong argument but need time to conisder all the Attached to implications and to redraft paragraph 5 of the present C-front of file. Immigration Rules.

Mr Sands suggested in his minute of 15 February that we send Hong Kong an interim reply. This is the best thing to do, and one is attached.

It would also, I believe, be useful if Mr Clift minuted to Mr Partridge, stressing the need to ensure that we do not reopen the wounds by taking any existing entitlements away. A draft is also attached.
