ENTITLEMENT TO READMISSION TO THE UNITED KINGDOM

1. I have sent an interim reply to Hong Kong as suggested

in Mr Sand's minute of 15 February to Mr Morris.

I note that the Home Office are not yet able to give a ruling on the issue raised by Hong Kong and that much will depend on the revision of the Immigration Rules. I should

like therefore to take this opportunity to stress to you the importance of ensuring firstly that the new Rules do not deprive BDTCs of any existing entitlements and of consultation with Governors about the proposals before they are published, eg in a White Paper. The Dependent Territories, particularly Hong Kong, are still very bruised from the British Nationality Act and we must do our best to avoid a further confrontation with them in this area.
